Most games decouple the rendering from everything else so that people with high-end video cards can have fast framerates and feel special, and low-end cards can still play the game reasonably well. Why do people not understand that to get both great looking visuals AND 60 fps would require far stronger machines than the home consoles we have this gen? I'm pretty sure this applies to most GameCube and Xbox games as well. They weren't trying to push realistic graphics as much, and games that were pushing realistic graphics were more linear.

Yes - to the topic. PS2 and NDS are two consoles in last 20 years that "favored" 60fps by design. For PS2 it was: a Running 60 reduced EDram memory usage somewhat note that the highest resolution PS2 game x - Baldur's gate, ran 60fps b API-restrictions Sony made it 'difficult' to ship 30fps for first 10months or so NDS had memory usage related reason as well, but it's a bit more complicated to explain, so let's not divert the thread too much.
